HDB Resale Flat Painting Checklist: Before You Move In

Inspect on viewing day

• Ceiling stains. Yellow/brown patches usually mean past leaks from upstairs.
• Walls under windows. Bubbling = water ingress, needs sealer + repaint.
• Bathroom & kitchen ceilings. Black spots = mould; needs anti-mould primer.
• Hairline cracks above doors. Cosmetic — patching included in standard repaint.
• Wallpaper. Note which rooms; removal adds time and cost.

Paint before or after moving in?

Paint before if the flat is empty for 2+ weeks between keys and your move date. Fastest, cleanest, no furniture shifting. Paint after only if your move-in is immediate.

The repaint scope checklist

• ☐ All walls and ceilings (full repaint, not touch-up)
• ☐ Hairline crack patching above doors and windows
• ☐ Anti-mould treatment in bathroom, kitchen, balcony ceilings
• ☐ Sealer on any wall under windows or near AC units
• ☐ Wallpaper removal (specify which rooms)
• ☐ Skim coat for major damage (quoted separately)
• ☐ Built-in carpentry: confirm if repainted or kept

What to skip

• Main door & corridor wall — HDB-managed
• Window grilles and metal gates — different scope
• Toilet wall tiles — paint over tiles fails fast in humidity
